Reduces charter school additional assistance funding by $18.7 million for fiscal year 2015-2016 on a proportional basis across all charter schools.

Changes student count calculation beginning July 1, 2016 from prior-year average daily membership to current-year average daily membership for school district funding purposes.

Establishes Access Our Best Public Schools Fund administered by the school facilities board to support construction and expansion projects in public schools that are members of the Arizona Public School Achievement District, with at least 50 percent of projects in low socioeconomic areas.

Phases out district-sponsored charter schools by funding only 50 percent of incremental monies for such schools in fiscal year 2015-2016, with intent to eliminate them by 2016-2017.
