Raises minimum age for commitment to Department of Juvenile Corrections from 8 to 14 years old and prohibits commitment of children adjudicated delinquent for non-felony offenses unless previously adjudicated for a felony or seriously mentally ill.

Establishes annual county cost sharing fees for committed youth in secure care facilities, with each county paying its proportional share of $12,000,000 based on population; counties failing to pay will have amounts withheld from transaction privilege tax revenues.

Creates Department of Juvenile Corrections Local Cost Sharing Fund to receive and administer collected county contributions for department operating costs.

Allows State Department of Corrections to credit Medicaid payments from AHCCCS for inmate health care services against current fiscal year payments owed to health care contractors.

Suspends statutory caps and transfers of Arizona highway user revenue fund monies for Department of Public Safety highway patrol costs in fiscal year 2015-2016 and requires submission of GIITEM subaccount expenditure plan to legislature for review.
