Urges the President of the United States and Congress to oppose designation of the Grand Canyon Watershed National Monument in northern Arizona.

Objects to the proposed 1.7 million acre monument designation, which would nearly double the acreage of national monuments in Arizona and restrict multiple-use management of lands for recreation, grazing, mining, energy development, and forestry.

Argues the designation would impact state trust lands granted to Arizona at statehood for educational funding and violate the trust agreement between Arizona and the federal government without just compensation.

Opposes restrictions on wildlife management, forest management activities including fire management and selective logging, and economic benefits to northern Arizona communities.

Requests the Governor and Attorney General take appropriate actions and directs the Secretary of State to transmit copies to the President, Congress members, Department of Interior, and state officials.
