Urges U.S. Congress to propose the Regulation Freedom Amendment to the Constitution, which would require majority votes in both House and Senate to adopt any federal regulation opposed by at least one-quarter of either chamber's members.

Expresses concern that federal regulatory authority threatens constitutional liberties protected by the First, Second, Fourth, and Fifth Amendments and lacks adequate accountability to elected representatives.

Notes that the REINS Act (Regulations from the Executive in Need of Scrutiny) passed the House with bipartisan support but argues a constitutional amendment is necessary because laws can be repealed or waived by future Congresses and Presidents.

Directs Arizona's Secretary of State to transmit copies of this memorial to each U.S. Member of Congress and to the speakers and presidents of all state legislatures.
