Urges the U.S. Department of Veterans Affairs to review the disability rating process to ensure similar disabilities receive consistent ratings across all military departments.

Requests the VA review employment limitations for veterans with disabilities and how benefits are affected when disabled veterans become employed.

Calls on the VA to remove earning restrictions associated with Total Disability Rating Based on Individual Unemployability and develop programs to encourage employer hiring of veterans with disabilities.

Requests Congress codify into U.S. Code the provision that employment in a protected environment is not considered substantially gainful employment for Total Disability Rating purposes.

Directs the Arizona Secretary of State to transmit the memorial to the U.S. Department of Veterans Affairs, the President, Congress leadership, and all Arizona Members of Congress.
