Urges the U.S. Congress to enact legislation exempting United States military bases and training facilities from the regulations and restrictions of the Endangered Species Act.

States that compliance with the Endangered Species Act has caused some military training activities to be canceled, postponed, or modified at Arizona facilities including Fort Huachuca, Davis-Monthan Air Force Base, Luke Air Force Base, and the Barry M. Goldwater range.

Notes that the Department of Defense has obtained exemptions from three environmental laws since 2003 and sought exemptions from three others to maintain military readiness.

References a Government Accountability Office report finding no instances where the Department of Defense's use of exemptions from the Endangered Species Act or Migratory Bird Treaty Act adversely affected the environment.

Directs the Arizona Secretary of State to transmit the memorial to the President of the U.S. Senate, Speaker of the House, and all Members of Congress from Arizona.
