Urges United States Congress to provide full long-term funding for the Payment In Lieu of Taxes (PILT) program to offset costs incurred by Arizona counties for services provided on federally managed lands.

Requests Congress immediately reauthorize Secure Rural Schools and Community Self-Determination Act (SRS) funding for fiscal years 2014 and 2015, with a path toward a long-term solution.

Notes that 70% of Arizona's land is federally or tribally managed and unavailable for taxation, while counties must still provide law enforcement, emergency services, and road maintenance on these lands.

Directs Arizona's Secretary of State to transmit copies of this memorial to the President, Congressional leadership, and all Arizona members of Congress.
