Urges Congress to enact the 21st Century Endangered Species Transparency Act to require federal agencies to make ESA listing decision data publicly available online while respecting state privacy laws and private property rights.

Requires the federal government to disclose data to affected states prior to ESA listing decisions and incorporate "best available scientific and commercial data" from states, tribes, and local county governments.

Mandates the United States Fish and Wildlife Service track and report to Congress federal taxpayer funds spent on ESA lawsuits, the number of employees dedicated to ESA litigation, and attorney fees awarded in ESA litigation and settlements.

Proposes placing reasonable caps on attorney fees in ESA cases to align with existing federal law and prioritize species protection while protecting taxpayer dollars.

Requests the Arizona Secretary of State transmit copies of this memorial to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, and all Arizona Members of Congress.
