Urges the U.S. Congress to increase and maintain staffing for Customs Field Office personnel at the ports of entry in Nogales, Douglas, and San Luis, Arizona.

Cites $28 billion in annual two-way trade through Arizona ports of entry and $7.1 billion in Arizona exports to Mexico in 2013 as justification for enhanced customs capacity.

States that insufficient staffing and inspection capacity create congestion, compromise border security, result in perishable product loss, and hamper commercial activity.

Directs the Arizona Secretary of State to transmit copies of the memorial to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, and all Arizona members of Congress.
