AZ SCR1001

Repeals the Citizens Clean Elections Act provisions relating to candidate funding, public financing limits, and candidate eligibility requirements (sections 16-901.01, 16-940 through 16-948, 16-950 through 16-953, and 16-955 through 16-961 of Arizona Revised Statutes).

Converts the Citizens Clean Elections Fund into an education funding mechanism by requiring the state treasurer to transfer fund monies annually to the Department of Education for per-pupil distribution to school districts and charter schools for maintenance and operation purposes.

Maintains a 10 percent surcharge on all civil and criminal fines and penalties to be deposited into the citizens clean elections fund, which will now be redirected to education.

Changes the article heading of title 16, chapter 6, article 2 from "Citizens Clean Elections Act" to "Citizens Clean Elections Fund."

Submits the proposition to Arizona voters at the next general election for approval under Arizona Constitution article IV, part 1, section 1.
