Proposes amendment to Arizona Constitution Article VI, Section 5 to allow the legislature to amend supreme court procedural rules by joint resolution or allow the people to amend them by initiative or referendum.

Adds language clarifying that the supreme court's power to make rules relative to procedural matters in any court is "subject to amendment by the legislature by joint resolution or by the people by initiative or referendum."

Reorganizes existing constitutional language into subsection A covering the supreme court's jurisdiction and powers, and subsection B addressing habeas corpus writs by individual justices.

Requires submission of the proposition to voters at the next general election for approval under Article XXI of the Arizona Constitution.
