Allows undocumented immigrants who entered Arizona before age 16 and have lived in the U.S. for at least 5 years to qualify for in-state tuition if they are currently enrolled in school, have graduated high school, obtained a GED, or are honorably discharged veterans, have not been convicted of a felony, and are under 31 years old.

Removes the federal prohibition on in-state tuition eligibility for undocumented students and replaces it with the new state-based criteria outlined above.

Clarifies that in-state tuition eligibility for undocumented students does not apply to state or local public benefits determinations under existing law.

Requires the Arizona Board of Regents and community college district governing boards to adopt rules implementing the new tuition classification provisions and ensures eligible students receive the same rights and benefits as other in-state students, including financial aid eligibility.

Designates this measure as the "Arizona Higher Education Fairness Act" and requires submission to voters at the next general election.
