Proposes amending Arizona Constitution to extend state legislative terms from two years to four years beginning with the 53rd Legislature in 2017.

Reduces consecutive term limits from four terms to two consecutive terms for both state senators and representatives under the new four-year system.

Maintains the existing two-year term structure and four-term limit through the 52nd Legislature (ending 2016).

Includes transition provisions allowing legislators elected under the two-year system to serve additional consecutive terms in 2017 if they had already begun service by January 2015.

Requires voter approval via ballot proposition in the next general election.
