AZ SCR1015

Proposes a new Article XXXI to the Arizona Constitution asserting state sovereignty over nonnavigable, intrastate waters within Arizona's boundaries.

Prohibits federal agencies from enforcing federal regulations on nonnavigable, intrastate waters unless clearly and manifestly authorized by an act of Congress.

Prevents Arizona state agencies and political subdivisions from using personnel or resources to enforce or cooperate with federal regulation of nonnavigable, intrastate waters without a court determination based on clear and convincing evidence that such regulation is constitutionally necessary.

Establishes an enforceable right of action in Arizona courts for any state resident to challenge violations of these protections without cost to the state.

Requires voter approval of the constitutional amendment and names it the "Water is Life Amendment."
