Expands the independent redistricting commission from 5 to 9 members, with no more than 3 members from the same political party instead of 2.

Changes the appointment process so the majority and minority party caucuses of both chambers jointly select additional members, increasing legislative party involvement in commission composition.

Adds "competitive districts" as a stated goal in the redistricting criteria and clarifies the priority order for applying redistricting goals during the mapping process.

Increases funding for the 2020 census redistricting from $6,000,000 to $10,000,000 and extends the funding mechanism timeline to years ending in 8 or 9 after 2021.

Modifies nomination pool composition to include 40 nominees (14 from each major party and 12 unaffiliated) and requires the first 6 appointed members to have no more than 3 from the same county.
