Imposes $50 per ounce tax on marijuana sales from cultivation facilities to retailers or manufacturers, with excess revenues distributed to education (30%), substance abuse treatment (10%), public health education (10%), and state general fund (50%).

Prohibits marijuana use in public places ($500 civil penalty), requires concealed home cultivation, prevents sales to persons under 21, and maintains existing employer workplace restrictions and DUI laws.

Requires Department of Health Services to adopt implementing rules within 180 days covering security, labeling, health standards, age verification, and advertising restrictions, with application fees capped at $5,000 annually.
