AZ HB2010

Creates a new Class 6 felony for any person who knowingly collects more than two voted or unvoted early ballots during any two-year election cycle.

Exempts family members, household members, caregivers, and candidates or their spouses from the ballot collection limitation.

Defines "caregiver" as a person providing medical or health care assistance in residential or institutional settings, "family member" as persons related by blood, marriage, adoption or legal guardianship, and "household member" as persons residing at the same residence.

Maintains existing Class 5 felony prohibitions on offering or receiving consideration for ballots, possessing ballots with intent to sell, falsely representing oneself as an election official, and failing to turn in collected ballots to proper authorities.

Preserves existing Class 4 felony provision for pattern of ballot fraud when a person offers or provides consideration to three or more persons to acquire voted or unvoted ballots.
