Amends Arizona Revised Statutes Section 15-821 regarding school admission requirements for children.

Schools may request transcripts from a pupil's previous school only after obtaining written consent from the pupil's parent.

Maintains existing admission requirements for children ages 6-21 residing in the school district and meeting enrollment criteria.

Clarifies that kindergarten eligibility requires age 5 by September 1 and first grade eligibility requires age 6 by September 1, with governing board discretion to admit younger children based on consultations with parents, guardians, teachers, and principals.
