Amends polling place requirements for presidential preference elections in counties with 1 million or more active registered voters to use one polling place for every 1,700 voters not on the permanent early voting list, effective January 1 of the election year.

Requires county election officials to allow electioneering and political activity, including posting of political signs, at polling places and early voting sites except in designated emergency situations.

Extends the protected period for political signs from 60 days before the primary election to 86 days, and changes the end date from 15 days after general election to 7 days for candidate signs and 15 days for ballot measure signs.

Increases the timeline for jurisdictions to retain removed political signs from 10 to 20 business days to allow candidates or campaign committees to retrieve them.

Clarifies that criminal penalties for tampering with political signs and campaign materials apply only to materials bearing required disclosure statements prescribed by law.
