Amends Arizona Revised Statutes Section 16-1005 to make it a class 6 felony for any person to knowingly collect voted or unvoted early ballots from another person.

Establishes exemptions to the early ballot collection prohibition for election officials, US postal service workers, and others legally permitted to transmit mail performing official duties.

Creates additional exemptions allowing family members, household members, and caregivers of voters to collect early ballots, with specific definitions provided for each category.

Adds to existing class 5 felony prohibitions related to ballot fraud, including marking ballots to fix elections, offering consideration for ballots, and unlawfully possessing ballots for sale.

Establishes a class 4 felony for engaging in a pattern of ballot fraud, defined as offering or providing consideration to three or more persons to acquire voted or unvoted ballots.
