Amends Arizona Revised Statutes Section 28-703 to allow local authorities to alter speed limits on streets adjacent to or surrounding school grounds or public parks, in addition to existing authority for intersections and business/residence districts.

Permits local authorities to increase speed limits within business or residence districts to not more than 65 miles per hour based on engineering and traffic investigations.

Allows local authorities to adjust speed limits on arterial streets in their jurisdiction to be more or less than maximum speeds permitted for business or residence districts.

Maintains existing restrictions that local authorities may not make more than six speed limit alterations per mile and the difference between adjacent limits may not exceed 10 miles per hour except at school crossings.

Requires director approval before local authorities can alter maximum speed limits on state highways or state highway extensions within municipalities.
