Establishes the post-9/11 veteran education relief fund administered by the department of veterans' services, consisting of private donations, grants, bequests, and other monies that are continuously appropriated.

Creates a post-9/11 veteran education relief advisory committee with 9 members including the department director, representatives from the Arizona board of regents, educators, active/retired military personnel, human resource professionals, and military family members.

Provides financial assistance from the fund to qualifying military veterans for tuition costs at Arizona Board of Regents universities designated as Arizona veteran supportive campuses, based on financial need up to the amount charged in the veteran's last year of Post-9/11 GI Bill benefits.

Requires qualifying military veterans to meet eligibility criteria including in-state tuition status, maintenance of at least 2.2 GPA, receipt of Post-9/11 GI Bill benefits, non-transfer of benefits to dependents, and being within one to two years of completing a first baccalaureate degree.

Terminates the advisory committee on July 1, 2024, and requires adoption of rules to publicize assistance availability and preserve awards for veterans who withdraw due to military activation.
