Amends Arizona Revised Statutes Section 16-584 regarding provisional ballot procedures and verification requirements for voters not on the precinct register.

Allows qualified electors to vote provisional ballots upon presentation of identification verifying their residence address is in the precinct or upon signing an affirmation of registration and eligibility.

Requires county recorders to verify provisional ballots within 10 calendar days after general elections for federal offices and within 5 business days after other elections.

Establishes procedures for counting partial ballots when a voter casts a provisional ballot in an incorrect precinct by allowing only votes for candidates and measures the voter was entitled to vote on to be counted.

Requires county recorders to notify provisional ballot voters of whether their ballot was verified and counted, with notification methods including mail, toll-free telephone, internet access, or similar methods at no cost to the voter.
