Increases lay members on the state board of education from three to four members.

Adds a new position for an owner or administrator of a charter school to the state board of education.

Governor appoints all board members except the superintendent of public instruction, with four-year terms beginning the third Monday in January.

Board composition includes superintendent of public instruction, state university/college president, lay members, community college district president/chancellor, charter school representative, high school district superintendent, classroom teacher, and county school superintendent.
