Appropriates monies from the technology-based language development and literacy intervention fund to the Department of Education for grants to school districts and charter schools for reading-intensive programs.

Grant amounts are determined at the Department of Education's discretion with the goal of maximizing the number of third-grade pupils who meet or exceed state-adopted reading standards.

Department may consider the number of English language learners, percentage of pupils eligible for free and reduced-price lunch, and average number of pupils who fell below third-grade reading standards over the previous three years when determining grant amounts.

School districts and charter schools must have received fiscal year 2016-2017 monies from the K-3 reading support level to be eligible for grants under this section.
