Amends Arizona Revised Statutes Section 35-188 regarding setoff debts against the state.

Changes the hyphenated term "set-off" to the single word "setoff" in all instances throughout the statute.

Replaces the pronoun "which" with "that" in the clause describing vouchers a defendant could not produce to the department of administration.

Allows debts to be offset against the state only when approved by the director of the department of administration, with limited exceptions for defendants unable to present claims due to absence from state, sickness, or unavoidable accident.
