Amends section 13-2911 to prohibit public universities, colleges, and community colleges from adopting or enforcing policies that restrict or prohibit faculty members or registered students from carrying firearms on campus if they possess a valid permit issued under section 13-3112 and are registered with the institution's administration.

Requires public universities, colleges, and community colleges to adopt and enforce guidelines for firearm use during active shooter incidents, which may be modeled after FBI or U.S. Department of Homeland Security protocols.

Amends section 13-3102 to add an exemption to misconduct involving weapons charges for faculty members or registered students of public universities, colleges, or community colleges who carry or transport firearms on campus property with a valid permit and institutional registration.

Maintains existing restrictions on firearms in school grounds (K-12) and does not apply to private educational institutions.
