Amends qualified immunity law to add protection for peace officers rendering emergency care at accident scenes, making them immune from liability unless injury was intentional or caused by gross negligence.

Renames and expands the "Firefighter, Peace Officer and Corrections Officer Cancer Insurance" program to "Public Safety Cancer Insurance" to include other members as defined in section 38-881.

Extends cancer insurance program eligibility and participation to detention officers, department of juvenile corrections employees, and the Department of Public Safety, in addition to existing firefighters, peace officers, and corrections officers.

Allows the Department of Public Safety to establish a voluntary cancer insurance program for eligible employees, similar to existing provisions for the Department of Corrections and local jurisdictions.

Makes technical and conforming changes throughout Arizona Revised Statutes to update terminology and references related to the expanded public safety employee cancer insurance program.
