Establishes a joint desalinization study committee consisting of four legislators (two from each chamber, different political parties), two members with desalination project experience, and three university faculty experts in hydrology or desalination.

Committee shall collect information on desalination history in Arizona, review data from the Yuma desalting plant demonstration run, and study opportunities for additional desalination projects in the state.

Committee may request information from state and county agencies, hold hearings and fact-finding tours, and receive state services and staff support without cost.

Committee must submit a report with findings and recommendations to the governor, president of the senate, speaker of the house, and secretary of state on or before December 31, 2016.

Committee is repealed on September 30, 2017.
