Amends Arizona Revised Statutes Section 31-240 regarding prisoner education services budgets in state prisons.

Requires the director to establish and maintain a dedicated prisoner education services budget for each state prison to track appropriated funds for functional literacy, adult basic education, general equivalency diploma preparation, and vocational/technical education programs.

Prohibits the director from expending education budget monies for education programs dedicated to prisoners in special management units or prisoners sentenced to death.

Exempts prisoners under 18 years of age and prisoners with disabilities under 22 years of age from the restrictions in subsection B, allowing them to access education services regardless of unit placement or sentence.
