Removes the "and six months" age requirement for instruction permits, allowing persons at least 15 years of age (instead of 15½) to apply for class D, G, or M instruction permits.

Amends section 28-3153 to modify eligibility for restricted instruction permits (available at age 15) and instruction permits (now available at age 15 instead of 15½) for class D, G, and M licenses.

Amends section 28-3154 to allow persons at least 15 years of age to apply for instruction permits for class D or G licenses, removing the six-month age requirement.

Amends section 28-3156 to allow persons at least 15 years of age to apply for class M (motorcycle) instruction permits, removing the six-month age requirement.
