Prohibits the state and any city, town, or county from requiring personal property owners to search or facilitate searches of federal or state databases as a condition of private sales, gifts, donations, or other transfers.

Prevents requirements that third parties be involved in personal property transfers as a condition of such transactions.

Applies to all forms of personal property transfer including sales, gifts, and donations.
