Amends section 41-2953 to remove the requirement that the joint legislative audit committee designate the chairman of each committee of reference, allowing standing committees to appoint their own subcommittees instead.

Modifies section 41-2954 to clarify that the chairperson of each standing committee appoints a five-member subcommittee (with no more than three from the same political party) that jointly constitutes a committee of reference.

Establishes a process for filling vacancies on committees of reference through letters filed by the president of the senate or speaker of the house of representatives with the appropriate legislative clerk.

Maintains the committees of reference's existing duties regarding sunset review reports, public hearings, recommendations for agency continuation or termination, and legislative subpoena powers.
