Amends Arizona Revised Statutes section 41-3508 regarding the statewide e-rate program fund administered by the department.

Clarifies that monies in the fund assist public school districts, charter schools, and libraries in submitting e-rate applications and fulfilling intergovernmental agreements or private contracts.

Requires the department to develop e-rate application policies and procedures in cooperation with the Arizona state library, archives and public records, including providing technical assistance.

Authorizes the department to enter into contracts with private organizations and intergovernmental agreements with other state agencies to administer the statewide e-rate program.

Establishes that library participation in the e-rate program is voluntary, with the Arizona state library determining e-rate eligibility applications.
