Requires all firearm sales or transfers to be conducted through a licensed firearms dealer, with exceptions for law enforcement, military, gunsmiths, and certain other entities.

Mandates licensed dealers to conduct background checks on purchasers or transferees under 18 U.S.C. § 922(t) and state/local law before delivering firearms.

Allows dealers to charge a maximum $20 fee to cover administrative costs of facilitating private transfers.

Exempts immediate family gifts, temporary transfers to prevent imminent death or great bodily harm, loans for hunting/sporting purposes, antique firearms, and inheritance from the licensing requirement.

Makes violations a class 5 felony offense.
