Requires automatic voter registration for individuals applying for driver licenses or nonoperating identification licenses in Arizona, effective January 1, 2017, unless the applicant explicitly opts out.

Permits applicants to decline registration, with their decision kept confidential and used only for voter registration purposes.

Requires the Department of Transportation and Secretary of State to adopt rules bringing driver license and voter registration application forms into substantial conformity and enabling transfer of registration information between agencies.

Mandates the Department of Transportation return completed voter registrations to county recorders within five days of receipt and provide applicants with statements describing voting eligibility requirements, penalties for false registration, and confidentiality protections.

Expands automatic registration to mail-in driver license renewal applications, including nonoperating identification licenses.
