Amends Arizona Revised Statutes Section 8-162 regarding the nonrecurring adoption expense program administered by the department.

Clarifies that the department shall not reimburse nonrecurring adoption expenses unless an application is approved and agreement is signed before the final decree of adoption, except in specific circumstances.

Allows the department to approve and reimburse expenses after adoption finalization only for decrees entered between January 1, 1987 and September 27, 1990, or for decrees entered before January 1, 1987 where expenses were paid after January 1, 1987.

Requires persons with adoptions finalized between January 1, 1987 and September 27, 1990 to file applications by December 14, 1990.
