Adds Arizona Revised Statutes Title 23, Chapter 10 to establish procedures for declaring independent contractor status through a "declaration of independent business status."

A signed declaration creates a rebuttable presumption of independent contractor relationship when the employing unit acts substantially consistent with the declaration, but execution is optional and not required to establish independent contractor status.

The required declaration must acknowledge at least six of ten factors including: lack of health/workers' compensation insurance, freedom to work for other parties, right to accept or decline work, control over work methods, payment based on work performed rather than salary, and responsibility for tools and expenses.

Supervision or control exercised to comply with federal, state, or local statutes, rules, codes, or licensing and professional standards may not be considered when determining independent contractor or employment status.

Does not apply to employing units licensed under Title 32, Chapter 10 unless contracting for services that do not require such licensing.
