Creates a new crime of misappropriation of public monies by public officers and employees who use or transfer public funds for personal use without lawful authority and with intent to defraud.

Establishes a tiered felony and misdemeanor classification system based on dollar amount: $25,000+ is class 2 felony; $4,000-$24,999 is class 3 felony; $3,000-$3,999 is class 4 felony; $2,000-$2,999 is class 5 felony; $1,000-$1,999 is class 6 felony; under $1,000 is class 1 misdemeanor.

Requires public agencies with governing bodies to determine within 60 days whether misappropriation occurred after receiving notification from any officer or employee.

Prohibits employees found to have misappropriated public monies from receiving severance pay, annuity payments, or other benefits otherwise provided by the public agency.

Requires all employment contracts executed after the bill's effective date to include a clause prohibiting misappropriating employees from receiving severance pay, annuities, or other agency benefits.
