Amends Arizona Revised Statutes section 28-2059 regarding certificate of title and vehicle registration procedures.

Changes the method of service for director's notice from "regular mail" to "first class mail" when refusing to issue or revoking a certificate of title or registration.

Maintains the existing 15-day window for applicants to request a hearing after notice is delivered or mailed.

Applies to motor vehicles, trailers, and semitrailers when the director determines an applicant is not entitled to a certificate of title.
