Allows community college district boards to refer permanent changes to the base limit used for calculating expenditure limitations to voters, requiring two-thirds board approval and majority voter approval at a regularly scheduled election.

Requires district boards to state the current base limit, proposed base limit, the increase in expenditure limitation capacity, and rationale for the change when requesting voter approval of a permanent base limit modification.

Modifies the student population calculation method for community college expenditure limitations, allowing districts to choose between using the five-year average of full-time equivalent student reports, the most recent report, or a joint legislative budget committee-approved amount up to five percent above the most recent report.

Changes the reporting deadline from February 1 to April 1 for community college district expenditure limitation determinations and removes the requirement to report estimated student population in the earlier February report.

Makes technical corrections to Arizona Revised Statutes sections 15-1444, 15-1471, and 41-563, including replacing "which" with "that" and updating references to the office of employment and population statistics.
