Repeals and replaces A.R.S. § 9-500.36 to prohibit cities and towns from requiring owners, operators, or tenants of businesses, commercial buildings, or multifamily housing to measure and report energy usage and consumption, including benchmarking and energy efficiency audits.

Repeals and replaces A.R.S. § 11-269.14 to prohibit counties from requiring owners, operators, or tenants of businesses, commercial buildings, or multifamily housing to measure and report energy usage and consumption, including benchmarking and energy efficiency audits.

Establishes that regulation of energy measuring and reporting by property owners, operators, and tenants is a matter of statewide concern and cannot be further regulated by cities, towns, or counties.

Exempts utility metering and reading activities by city, town, or county-operated electric or gas utilities from the prohibition when measuring energy deliveries in the course of providing public utility service.

Includes legislative findings that small businesses are sensitive to regulatory compliance costs and that inconsistent local regulations hinder free and open competition.
