Requires sellers to post visible notices and include bold-print statements in advertisements disclosing that a deposit is imposed on new lead acid battery purchases unless a used battery is returned.

Applies the deposit requirement to wholesale sellers of lead acid batteries who sell to the state, political subdivisions, or private entities that do not resell the batteries.
