Amends section 35-113 of the Arizona Revised Statutes regarding budget preparation procedures.

Corrects grammatical usage by changing "the estimate" to "the estimates" in reference to budget submissions.

Requires budget unit heads to submit financial requirement estimates annually or biennially (depending on unit type) to the governor by September 1 or within 30 days thereafter if approved.

Budget estimates must include appropriated and nonappropriated monies details and require approval by the administrative head of each budget unit.
