Amends Arizona Revised Statutes section 15-132 regarding certification of exchange teachers and professors.

Replaces the word "promulgated" with "adopted" when referring to state board of education rules for certification.

Adds "or PROFESSOR" to clarify that exchange certifications apply to both teachers and professors from foreign countries and other states.

Requires the state board of education to issue temporary certificates to exchange teachers and professors whose training and background meet board standards equivalent to local educators.
