Amends Arizona Revised Statutes Title 12, Chapter 6, Article 12 by adding section 12-720.

Prohibits car rental companies from being held liable in civil actions for refunding surcharges collected pursuant to section 5-839 if a court declares the surcharge unconstitutional.

Shields car rental companies from liability for damages resulting from a final court determination that the surcharge is unconstitutional.

Applies only to surcharges collected before the law was declared unconstitutional.
