Amends section 13-2506 to create two separate classifications for failure to appear: class 1 misdemeanor for failing to appear when required by law for misdemeanor or petty offenses, and class 2 misdemeanor for failing to appear after giving a written promise to appear in court.

Modifies section 13-3903 to require persons arrested for certain misdemeanor and petty offenses to provide fingerprints or biometric identifiers before release, and requires arresting agencies to provide a mandatory fingerprint compliance form with instructions.

Repeals section 13-3904 (which previously addressed violations of written promises to appear) and consolidates failure to appear charges under section 13-2506.

Updates section 41-1750 to clarify fingerprinting procedures for persons arrested or summoned for offenses listed in subsection C, including requirements for ten-print fingerprints to be obtained by booking agencies, sheriffs, or arresting law enforcement agencies depending on circumstances.

Takes effect December 31, 2016.
