Amends Arizona Revised Statutes Section 38-711 to add a new definition excluding employees of political subdivision entities hired on or after the effective date of this amendment from ASRS membership.

Political subdivision entities are defined as entities located in Arizona created by political subdivisions where a majority of members are political subdivisions and whose primary purpose is performing government-related services.

Employees of political subdivision entities hired after the amendment's effective date will not be automatically covered by the Arizona State Retirement System, unlike current employees and those hired before the amendment takes effect.

Maintains existing ASRS membership requirements and definitions for all other employee categories and employer types.
