Amends Arizona Revised Statutes Section 32-1771 to require all contact lens sales and prescriptions in Arizona to conform to the federal Fairness to Contact Lens Consumers Act (15 U.S.C. § 7601-7610).

Designates contact lenses used to determine a prescription as diagnostic lenses and requires prescribing optometrists to provide a prescription for contact lenses at no cost after the diagnostic and trial period is complete and the patient is released from immediate follow-up care.

Requires that contact lenses may only be sold or dispensed pursuant to a prescription order that conforms to state and federal regulations.
