Establishes the governor's statutory review committee consisting of two legislative members (one senator and one representative serving as cochairpersons), two city/town representatives, two business community members, and one public member, all appointed by designated officials.

Requires the governor, senate president, and house speaker to strive for bipartisan balance in committee membership, with members serving one-year terms without compensation but eligible for expense reimbursement.

Grants the committee authority to review any statute to determine necessity and whether amendment or repeal is needed, and permits the committee to hold hearings and accept public comment.

Requires the committee to submit annual reports by December 15 to the governor, legislative leaders, and the secretary of state detailing activities and recommendations for legislative action.

Terminates the committee on July 1, 2024 pursuant to section 41-3103.
